Sunapee Conservation Commission Meeting Minutes Dated September 2, 2009
Present: Van Webb, Bruce Burdett, Roger Whitaker, Rem Mastin, Lela Emery, Tim Fleury
Absent: Robert Hill
Beth McGuinn, with ASLPT was present to discuss a Conservation Easement on the Ledge Pond parcels. Van and Beth will set up a meeting with Donna. Three points of concern on the parcels. ASLPT will gather info and meet with the SCC. All the parcels need to be surveyed and the easement is contingent upon that. Public access is a condition of the easement. Check title. Do checks on the parcels at the State Level. Resolve the right away dilemma. Clear the trail to the town side. Research the Gore Lot and public access with regards to private road and the permitted uses. The next concern the third parcel has no access so how will the monitoring take place. Option is to do it in the winter so gain access over the ice. SCC discussed having ASPLT do research and prepare a report and come up with suggestions and present their findings to the SCC regarding the above concerns.  Plan for an update at the November meeting. ASPLT rate is $60 per hour SCC would like to devote 25-30 hours to the project with an update in November. SCC will assess progress in November and determine if additional time and funds need to be spent to accomplish all necessary to meet goals.
Rem Mastin made the motion to authorize ASLPT to do research on Ledge Pond Town Forest, Gore Lot and remote buffer lot at the northwest corner of Ledge Pond. Expend funds from the Conservation Commission Fund to pay for the services which are not to exceed $1,500.  Motion was seconded by Roger Whitaker. All in favor 6, Opposed 0.
DES Approval notification was received for Robert Krieger 10 Ridgewood Pt Road, Sunapee with conditions. SCC No action required.
DES notice of Complete Forestry notification for John Augustine was received. Ok to start with noted specifications.
Town of Sunapee Mr. and Mrs. Adam Taloni, 3 Burma Road Perkins Pond. Inspection has revealed construction of a permanent dock and a new beach area on property. No permit from the Town or State for the project. Notifications of procedures for the process were provided to the owner.  SCC no action required.
Abutter notification to TWIMC regarding Michael & Janet Jesanis. 7/14/09 sending out DES application. Tax Map 126 Block 24 Lot 24
DES Approval notification was received for Peter Dwight Prindle 46 Birch Pt, Sunapee. SCC no action required.
DES Notice of Past Violations to Mike and Jay Real Estate Holdings LLC, 14 Sargent Road, Sunapee regarding 20 Burma Road, Sunapee Tax Map 115/Lot 10. SCC no action required.
Colin Brown will be the surveyor for the Ledge Pond projects. He did the other pieces. Give him Beth’s name so that she may contact him with regards to the right away discrepancy.  
DES NH Fish and Game Newbury Tax Map 19/401,244. Application must also be approved by the Governor and the Executive Council. Wild Goose Boat Ramp. SCC no action required.
SCC has received a copy of the 2008 Monitoring Inspection report from ASLPT for the FHS Association LLC Simpson Reserve Sunapee. Copy to be filed for our records. No concerns or violations reported.
        
SCC has received a copy of the 2008 Monitoring Report recorded for Wright Property Rt 103 B, Sunapee. No violations or concerns reported. Copy will be filed for our records.
DES Approval for Margaret Chalmers, 128 Garnet St, Sunapee with noted conditions. SCC no action required.
DES Approval for Kenneth and Cheryl Stanley, 95 Lake Ave, Sunapee with noted conditions. SCC no action required.
Jesanis/Norcross Property has an old building that is still in existence. No other information available.
Permission must be given by the property owner to anyone requesting access to do an inspection no matter what the reason for the visit. Town ordnance would need to be set up to allow for SCC members to go to the property to do an inspection as the Zoning Board conducts inspections.
Bruce Burdett made the motion to accept the July 2009 Minutes as written. Motion seconded by Rem Mastin. All in Favor 6, Opposed 0.
Rem Mastin made the motion to accept the August 2009 Minutes with two corrections. Town Lines and Riley’s. Motion was seconded by Roger Whitaker. All in favor 6, opposed 0.
SCC will check the status of Field Stone Hills. Was the plan filed on the project with the added open lot and recorded? Claremont Savings Bank owns the property since the Foreclosure.
SCC will discuss having Anita Blakeman do right away work on and around the Treatment Plant Lot. Is there right away access to the Jennings Property? Is it transferable? Does it apply to residential access?
October Meeting review Budget for 2010. Plan Ledge Pond meeting with Donna, Beth, Van and Tim. Try and schedule a public walk on the Ledge Pond Lots.
